If I, as a consumer with no scientific background and no mechanical training.. just a tendency to tinker... and armed with less than $5,000 ... can build a road-worthy vehicle that gets nearly 200 mpg...

Why can't they?

It's time to get serious. If we are to continue to enjoy our lifestyle without paying a heavy price in pollution, environmental degradation, global climate change... we will need to be far more efficient than we are today.

The good news is, we can do it!
